Gates Millennium Scholarship: Eligibility, Benefits and How to Apply

The Gates Millennium Scholarship was a US scholarship funded by a grant from the Bill & Melinda Gates Foundation and run since 1999 through partner organisations, aimed at outstanding African American, American Indian/Alaska Native, Asian Pacific Islander American and Hispanic American students with significant financial need who were Pell Grant eligible. It covered unmet need and self-help aid for an undergraduate degree and could extend to graduate study in selected fields. The most useful fact for anyone searching today: the programme is not open to new applicants, so your next step is a different scholarship, not a new application.

What was the Gates Millennium Scholarship?

The Gates Millennium Scholars (GMS) Program was established in 1999 as a 1.6 billion dollar initiative funded by a grant from the Bill & Melinda Gates Foundation. Its stated goal was to promote academic excellence and give outstanding minority students with significant financial need the chance to reach their highest potential.

It did that in three ways: reducing financial barriers for African American, American Indian/Alaska Native, Asian Pacific Islander American and Hispanic American students with high academic and leadership promise; increasing the representation of those groups in computer science, education, engineering, library science, mathematics, public health and the sciences; and building a diverse group of future leaders by supporting bachelor's, master's and doctoral degrees.

The programme selected 1,000 new Scholars each year and has funded over 20,000 Gates Scholars since 2000. Gates Scholars enrolled at 1,742 different colleges and universities, and 14,677 had completed a degree since the programme began. Roughly 54% of Scholars were first-generation students, the first in their families to go to college.

One point matters more than any other for readers arriving today: GMS was a scholarship for incoming freshmen who applied and were selected before entering college. Students already enrolled as degree-seeking undergraduates were not eligible to apply. The official site at gmsp.org carries the current position on the programme.

Is the Gates Millennium Scholarship still open to new applicants?

No. GMS was an entry scholarship: you had to complete the application and be selected as a Gates Scholar before starting college. The programme's own FAQ states that if you were enrolled as a degree-seeking student you were not eligible to apply, and that the scholarship was available to incoming freshmen only.

The site's applicant guidance describes a past cycle, with notifications in March and finalist decisions running from mid-March to May. That is a description of how selection worked, not an announcement of a new round. Treat any page promising a fresh Gates Millennium Scholarship deadline as out of date until the official site says otherwise.

What the official site still offers

The Gates Millennium Scholars Alumni Association was established in 2009 to keep Alumni connected through regional gatherings, social media and webinars, and membership is free to any Gates Scholar who has graduated with at least one degree. There is also an Alumni Serve partnership with the American Cancer Society. None of this is an application route for new students.

Who qualified for the Gates Millennium Scholarship?

Eligibility combined four things: ethnicity, financial need, academic and leadership promise, and timing. All four had to line up.

  • Background: African American, American Indian/Alaska Native, Asian Pacific Islander American or Hispanic American.
  • Financial need: you had to be eligible for a Federal Pell Grant, which is determined only through the Free Application for Federal Student Aid (FAFSA) process.
  • Academic and leadership record: high academic achievement plus community service and leadership potential.
  • Timing: you had to be an incoming freshman, applying and being selected before you enrolled.

How Pell eligibility worked

Pell eligibility is a function of many factors, including dependency status, family income, family size and the number of students in the family. The only authoritative determination comes through FAFSA. GMS did not publish a GPA conversion chart and recommended that students ask their guidance counselor to work out the GPA on a 4.0 unweighted scale.

What did not matter

GMS did not require a particular major for undergraduates. The scholarship could be used at any US accredited college or university of your choice, and Scholars could study abroad in line with GMS guidelines.

What did the Gates Millennium Scholarship pay for?

GMS did not advertise a flat figure. Students selected as Gates Millennium Scholars received funds in an amount determined by GMS based on financial need. The award was built around the cost of tuition, fees, books and living expenses for the academic year, weighed against the grants and other scholarships reported on the student's financial aid award letter.

In practice the scholarship supported the cost of education by covering unmet need and self-help aid. Awards were renewable for Scholars who maintained satisfactory academic progress, and renewal also depended on full-time enrollment and timely submission of required documents.

Graduate funding for continuing Scholars

Continuing Gates Scholars could request a fellowship for a graduate degree in computer science, education, engineering, library science, mathematics, public health or science. Graduate funding went only to current Gates Scholars pursuing graduate study, not to new applicants. The design allowed support to run from undergraduate through doctoral study for Scholars entering those target disciplines.

Leadership development

Beyond money, the programme ran leadership development with personal, academic and professional growth opportunities. That element is part of why the alumni network stayed active after graduation.

How did the Gates Millennium Scholarship application work?

The application was a package rather than a single form. Each application was evaluated first on whether it was complete, which meant three parts: a student application, a Nominator Form and a Recommender Form. Only complete packages moved forward.

  1. Confirm you were an incoming freshman who had not yet enrolled as a degree-seeking student.
  2. Submit the FAFSA so your Pell Grant eligibility could be determined.
  3. Ask your guidance counselor to establish your GPA on a 4.0 unweighted scale.
  4. Complete the student application through the GMS application system.
  5. Secure a nominator who could speak to your academic and leadership record.
  6. Secure a recommender and make sure the form was submitted.
  7. Check that all three parts of the package were in before the deadline.
  8. Track your status through the application portal once the review began.

How applicants checked their status

Applicants logged into the scholarship portal with the email address and password used to register, then opened the GMS application and the package status, which showed whether they were a finalist or a non-selected applicant. GMS did not send usernames or passwords by email for security reasons.

What documents and forms did the application need?

How were Gates Millennium Scholars selected?

Selection had two stages. In February, independent readers completed an individualised reading and scoring assessment of eligible students in three major areas: academic achievement, community service and leadership potential. No single factor determined the outcome of an application.

In March, students were notified whether they were selected as a finalist or not selected. From mid-March to May, finalists were told whether they had been selected as Gates Millennium Scholars, and all selected Scholars were notified no later than May.

What the reader scores looked at

The three areas were read together rather than ranked. A strong academic record alone did not carry an application, and service or leadership work was weighed alongside it. That is why the nominator and recommender forms carried real weight: they gave readers outside evidence for claims the student made.

What happened after selection

Selected Scholars had to keep satisfactory academic progress, stay enrolled full time and submit required documents on time to renew. The programme's own figures show the results it tracked: an average undergraduate GPA just over 3.0, a first-year retention rate of 96.2% and a second-year rate of 93.2%, and a six-year graduation rate near 90%.

Who the Gates Millennium Scholarship suited, and who should look elsewhere

The programme was built for a specific student: a Pell-eligible incoming freshman from one of the four named groups, with strong academics plus community service and leadership, heading into any accredited US college. It also suited students who wanted support to continue into graduate study in computer science, education, engineering, library science, mathematics, public health or science.

It did not suit everyone. Look elsewhere if any of these apply to you.

  • You are already enrolled as a degree-seeking undergraduate. GMS was closed to you.
  • You are an international student who is not a US citizen, permanent resident or national. Pell eligibility requires one of those statuses.
  • You are planning a master's or PhD without having been a Gates Scholar. Graduate funding went only to continuing Scholars.
  • You are looking for a scholarship to apply to this cycle. GMS is not accepting new applicants.

If you fall into one of those groups, start from our scholarship finder and the list of fully funded scholarships for international students.

Common mistakes people make with the Gates Millennium Scholarship

  • Assuming it is open. The programme funded incoming freshmen who applied before enrolling. Pages that present it as a live opportunity are usually recycling old text.
  • Submitting an incomplete package. A missing Nominator Form or Recommender Form meant the application was not complete, and completeness was checked first.
  • Guessing at GPA. GMS gave no conversion chart. Students had to ask a counselor for the 4.0 unweighted figure.
  • Skipping the FAFSA. Pell eligibility could only be determined through FAFSA, so no FAFSA meant no route to the need test.
  • Confusing it with the Gates Cambridge Scholarship. They are separate programmes with different funders, countries and rules. Our page on the Gates Cambridge Scholarship covers the UK one.
  • Treating the alumni network as an application route. Alumni Association membership is for Scholars who have already graduated with at least one degree.

Where to look for a scholarship now

If you wanted the Gates Millennium Scholarship because it covered unmet need at a US college, the closest replacements are need-based aid from the universities themselves plus national scholarships open to the group you belong to. Our scholarships in the United States page and the undergraduate scholarships list are the fastest starting points.

For students from the groups GMS served, several large programmes are worth checking. The Mastercard Foundation Scholarship and scholarships for African students cover African students at partner universities. The Fulbright Scholarship and Chevening Scholarship fund graduate study in the US and UK. The Rhodes Scholarship and Knight Hennessy Scholars fund postgraduate study with a leadership focus, close in spirit to what GMS built.

If your field matches the GMS target disciplines

GMS pushed students toward computer science, education, engineering, library science, mathematics, public health and science. Our subject lists carry current openings in several of them: computer science scholarships, engineering scholarships, education scholarships and medical scholarships. For graduate study, see masters scholarships and PhD scholarships.

If you are applying from outside the US

Our country pages cover the main destinations for international students: scholarships in the United Kingdom, scholarships in Canada, scholarships in Australia, scholarships in Germany and scholarships in the Netherlands. Named programmes worth a look include the DAAD scholarship, the Erasmus Mundus Scholarship, the Swiss Government Excellence Scholarship, the Eiffel Excellence Scholarship, the MEXT Scholarship, the GKS Scholarship, Turkiye Burslari Scholarship, the Australia Awards Scholarship, the Manaaki New Zealand Scholarship and the Swedish Institute Scholarship.

If you need help with the paperwork

Our guide on how to apply for a scholarship walks through the standard package, and the scholarship motivation letter page covers the essay most programmes ask for. Keep an eye on scholarship deadlines so you apply in the right cycle.
